Amaravati: The Andhra Pradesh government on Tuesday has notified a new zonal system for recruitment and transfers of state government employees, reorganizing cadres based on the state’s 26 districts. A Gazette notification, GO MS No 45, was ratified following orders from the Centre to replace the 1975 framework with the 'Andhra Pradesh Public Employment Order-2005'.
Under the new structure, the local quota for all direct recruitment posts has been increased to 95% at all levels, up from 80% at the district level and 70% at the zonal level earlier. The remaining 5% will be under the Open Category. The Centre has mandated that all posts be adjusted into the new cadres within 27 months.
With the formation of two additional districts in the state, the AP government is set to resubmit proposals to the Centre for a new Gazette notification, reflecting the revised total of 28 districts. If suitable local candidates are not available, those posts will be carried forward for a period of up to three years. There is a stipulation that at least one post must be reserved under the Open Category.

As per the new rules, the District will be the unit for posts from Junior Assistant and equivalent non-gazetted positions up to teaching posts.
