Baltimore Schools releases Augusta Fells report, finds employees violated state, federal laws - Fox Baltimore

BALTIMORE (WBFF) — It took years, but Project Baltimore has received Baltimore City Schools’ internal investigation into Augusta Fells Savage. The West Baltimore high school was caught in a massive scandal that sent shockwaves through the community.

In the report, City Schools’s investigator found district employees violated state and federal laws, by changing grades and inflating enrollment. So, why hasn’t anyone been criminally charged?

“This is completely unacceptable. It’s worse than anything I’ve heard in the whole time that I’ve been governor,” then-Governor Larry Hogan said in 2021 in response to Fox45’s reporting.

Project Baltimore first broke the story in 2021, by exposing a scheme at Augusta Fells to change grades and inflate enrollment. Fox45 News tracked down students who were enrolled at the school, but not actually attending. The so-called “ghost students” included a former student who was kept on the rolls while he was in jail.

“I'm basically a ghost student, but I didn't enroll in the classes or anything. I've been gone since 2017, buddy,” the former Augusta Fells student said in April 2021.

City Schools launched its own investigation and identified four employees who took part in the scheme.

Project Baltimore filed a public records request to get the final report and, after two years of delays, the school system released it.
