Baroness Harman to speak at conference on impact of employment reforms on legal sector - The Global Legal Post

Former deputy leader of the Labour Party, Baroness Harman KC, is a keynote speaker at a conference next week that will focus on the impact on the professional services sector of the Employment Rights Act 2025's workplace harassment provisions, which come into force in October.

Harman will highlight issues from her review into bullying and harassment at the Bar when she delivers the keynote address at the Change Management Present and Future Conference next week, which takes place at Plaisterers’ Hall in London on 5 May.

Among the employment act's provisions are measures designed to strengthen workplace protections against harassment, including the introduction of third-party harassment liability, with employers required to take “all reasonable steps” to prevent workplace sexual harassment.

This aligns with the key recommendations from Harman's review, which included mandatory anti-bullying and anti-harassment standards, an overhaul of the complaints system with time limits for processing cases, and the appointment of a new Bar Council commissioner for conduct to tackle bullying.

Conference attendees will receive guidance on hostility prevention, including risk assessments, harassment reporting frameworks and staff training. The need for further steps, including reviews of internal policies and contractual arrangements, will also be highlighted.
