Franklin City Public Schools (FCPS) Superintendent Dr. Carlton Carter advocated Feb. 19 that the Franklin City School Board leave the division’s grievance policies unchanged following a presentation from central office staff that he said demonstrated how the division goes to greater lengths than others to ensure a fair process.

Some members of the board still pushed for changes, stating that the current policies are not always effective. The board voted unanimously to continue discussing a whistleblower policy and the grievance policy on March 19, along with any possible changes.
Near the beginning of the board’s Feb. 19 meeting, it was given a presentation on the FCPS policies pertaining to grievances, including a policy featuring a prohibition against harassment and retaliation.
The presentation also addressed the concept of a whistleblower policy, which Ward 6 Board Member John Thomas Allsbrook had advocated be drafted for implementation within the division.
The presentation was given by Dr. Marice Minor, FCPS executive director of human resources and administrative services, and Dr. Jennifer Tindle, FCPS coordinator of human resources and special projects.
“The purpose of this presentation is to ensure clarity,” Minor said. “Clear procedures protect employees, administrators, the superintendent and the School Board. They also ensure consistency, due process and compliance with the law.”
