Boca Raton man found dead in parking lot connected to whistleblower lawsuit - WPBF

BOCA RATON, Fla. —

Arman Motiwalla was found dead early Wednesday morning with multiple gunshot wounds next to his car in a parking lot near several law offices in Boca Raton, police said.

Donna Miu, a Boca Raton resident, said, "To find somebody, like in the middle of the week, mess of a car. It's just, it's scary."

No arrests have been made, and police have not released a motive for the shooting.

Motiwalla was connected to a federal lawsuit he filed in 2025 against his former employer, Innovative Partners L.P., an insurance company. The lawsuit alleged that Motiwalla was fired in retaliation for reporting widespread violations and illegal practices under Florida’s Private Sector Whistleblower Act.

Documents also show Motiwalla was named in a cease-and-desist order issued in California targeting Innovative Partners. The order revealed that the state insurance commissioner had opened an investigation into the company, which found that Innovative Partners defrauded victims by selling them limited or non-existent health coverage while convincing them they were purchasing comprehensive insurance plans. Victims reportedly discovered their coverage was inadequate or non-existent when attempting to use it for medical expenses they believed were covered.

Attempts to reach Innovative Partners for comment were unsuccessful, as a representative said she could not forward inquiries to the leadership team.
