A Broken Arrow dentist will be paying more than $500,000 into the state after an investigation of False Claims Act allegations by Attorney General Gentner Drummond.
Rocky Cullens, the operator of Stonewood Hills Oral Maxiollofacial Surgery, allegedly submitted false claims to SoonerCare between Jan. 1, 2021 and July 31, 2024 by double billing and upcoding patient encounters, billing excess units of general anesthesia and billing for tobacco cessation counseling for non-tobacco users.
SoonerCare provides health care services and products to low-income individuals, including children, senior citizens and people with disabilities. The investigation began after a referral from the Oklahoma Health Care Authority.
“I take seriously allegations of false claims and attempts to defraud taxpayers,” Drummond said in a statement Thursday. “I’m pleased our investigation led to a resolution that rightfully returns funds to the State.”
Cullens will pay $532,055 to resolve allegations of false claims in violation of the Oklahoma Medicaid False Claims Act. The payment includes $354,703 he received for claims and $177,351.92 in penalties.
The probe and resolution were handled by Assistant Attorney General Jamie Bloyd, Agent Lauren Jewell and Nurse Analyst Laurie Hudson in the Medicaid Fraud Control Unit.
