A national whistleblowing official is needed in Scotland to shatter the “old boys networks” that can cover up corruption and abuse in public life, a former council education officer said.
Neil McLennan, the director of leadership studies at Aberdeen University, said an independent report that concluded Edinburgh city council is unsafe for whistleblowers should be a wake-up call for politicians. McLennan, a former principal teacher and council education officer, said he saw first hand how complaints would get swept under the carpet.
Susanne Tanner QC published her findings into whistleblowing policy at Edinburgh Council last week, and found the local authority did not provide “a universally positive, open, safe and supportive whistleblowing culture for the raising of and responding to concerns of wrongdoing”.
