Canadian pleads guilty to voting illegally in New Hanover elections - Wilmington Star-News

A Canadian national who voted in several elections in New Hanover County has pleaded guilty to making false claims of being an American citizen to vote.

Denis Bouchard, 70, has lived in the U.S. since the 1960s, but never obtained American citizenship, according to a news release from the United States Attorney’s Office for the Eastern District of North Carolina. A court record dated Jan. 31 shows Bouchard residing at a Wilmington address.

As part of a plea agreement, Bouchard pleaded guilty to two counts of making false claims to be an American citizen to vote, according to the release.

“This shows that our elections remain under attack from aliens,” Ellis Boyle, the United States attorney for the Eastern District of North Carolina, stated in the release. “We will not tolerate noncitizens lying to illegally vote here in North Carolina. Every eligible citizen should have confidence that an alien voting illegally will get sniffed out and prosecuted.”

Bouchard was arrested and indicted on four counts in August 2025. Court records show he entered a guilty plea March 3 on two counts, with the remaining counts to be dismissed at sentencing as part of the plea deal.
