The Supreme Court of Iowa reversed and remanded a district court decision that upheld the Iowa Public Employee Relations Board’s ruling that broader bargaining rights given to transit employees under Iowa Code section 20.27 and section 20.32 (2019) must be extended to nontransit employees in a bargaining unit consisting of thirty percent transit employees. The court ruled the district court and PERB misinterpreted section 20.32, which is meant to protect only transit employees by preserving their existing collective-bargaining rights, and was enacted to help avoid loss of federal transit funding.
