MANISTEE COUNTY — A proposed federal administrative rule change to an obscure federal law called the Wagner-Peyser Act would eliminate 75% of the Michigan Works! employees, according to Jessica Willis, the chief program officer for Networks Northwest.
The Wagner-Pesyer Act of 1933, according to the U.S. Department of Labor website, "established a nationwide system of public employment offices, known as the U.S. Employment Service.
"The Employment Service seeks to improve the functioning of the nation's labor markets by bringing together individuals seeking employment with employers seeking workers. The Wagner-Peyser Act was amended in 1998 to make the Employment Service part of the one-stop delivery system under the Workforce Investment Act."
Willis noted that currently, the Wagner-Peyser Act funds the local administrative entities of Michigan Works; Networks Northwest is one of 16 Michigan Works! locations throughout the state.
What are the proposed changes?
The change would remove local control of the funding Michigan Works! agencies and create a centralized system with all funding going to the state.
The resolution of the changes states that the U.S. Department of Labor has published a notice of the proposed change, which would require states to use state merit staff to provide Wegner-Peyser Act employment services. This reverses the current federal policy that allows states flexibility in staff.
