SAN ANTONIO — It is the last place you would expect to see children in the care of the state to be placed – hotels.
“It started to show how the state was losing control and how the agency was scrounging and also, it began to show how inconsistent the department is altogether from placing children to the lack of supervision,” says whistleblower.
This whistleblower, who works with the Texas Department of Family Protective Services, says once their office found out DFPS was going to start using hotel rooms as an emergency alternative to place children they knew there would be problems.
"When we found out that we were going to start using hotel rooms as an emergency alternative to place children. Staffing is an issue, services issue security as I issue and also placing children in a hotel room, not knowing the entire case of the child and what I mean by that is children are placed in these hotel rooms.”
The children who are placed in hotels or other facilities are called CWOP, Children Without Placement. Beginning last year, a number of children were placed in hotels like one hotel located on Loop 410.
According to the latest report in the lawsuit filed against the Governor and the State of Texas, the majority of the kids who are CWOP were housed in hotels in December.
