Pupils at a council-run residential school suffered physical and mental abuse over a period of more than ten years which “compromised their safety and wellbeing”, an inquiry has found.
The brutal treatment of children aged 10-17 was uncovered following a complaint by a whistleblower, and is alleged to include “George Floyd stuff — knees on the back of the head”, although the details are deemed too sensitive to be published in full.
“Significant failings” were discovered within Edinburgh Secure Services, the body responsible for Howdenhall and St Katharine’s residential school, according to a report by Nick Smith, Edinburgh’s monitoring officer, who found “illegality, maladministration and injustice” within council provision.
