Syracuse, N.Y. — The owner of a small information technology company walked into City Hall three months ago and delivered what turned out to be an explosive complaint.

Susan Fahrenkrug, the owner of a Solvay-based network engineering firm, Advanced IT, told the deputy mayor that the city had paid her firm more than $90,000 in consulting fees even though her company had done no work on the city’s IT modernization project.
