City of Regina employees utilized the relatively new Whistleblower Policy more often in its second year than the first, according to the first report on the mechanism.
The policy was created in 2020 to establish a confidential avenue for city employees to report alleged illegal, unethical or inappropriate internal conduct for investigation.

The mechanism added extra protection so whistleblowers won’t face discrimination or backlash for speaking up, as pitched by city administration at the time.

Initially, complaints were delivered to the city manager for investigation. Changes championed by Coun. Lori Bresciani (Ward 4) and approved last August saw the process altered to task initial review of complaints to a tribunal of three, consisting of the internal auditor, director of people and organizational culture and the city solicitor.
Those changes also brought in required annual reports on complaints investigated under the policy, the first of which is to be delivered to city council at the upcoming Sept. 13 meeting.
The report already came before the audit and finance committee earlier this month, compiled by internal auditor Dhinakar Viswanathan.
There were 11 total complaints made in 2022, compared to seven in 2021, the first full year the policy was in place.
