City seeks to update whistleblower policy, council-staff communications guidelines - Prince George Citizen

Prince George city council will review two major governance policies next week, including a new council-staff communications framework and an updated whistleblower policy.

The proposed policies are outlined in a staff report submitted for council’s Monday, Dec. 15 meeting by city manager Walter Babicz. The report recommends council approve both.

The communications policy was drafted in response to a 2023 council directive requiring a clear set of rules for how the mayor and councillors give and receive information from staff through private meetings, emails, text messages, phone calls and/or public discussions.

It is meant to complement the City of Prince George's Code of Conduct Bylaw No. 9439, 2023, which council adopted in December 2023 to define common expectations for elected officials.

According to the report, the new policy sets out guidance meant to improve day-to-day interactions between council and staff by clarifying roles, communication channels and obligations under the Community Charter.

Key elements include outlining how council members may request information, reinforcing expectations for respectful and professional communication, supporting transparency by ensuring substantive municipal information is shared equitably and defining responsibilities of council, the city manager and staff.

The second policy under consideration updates the city’s 2021 whistleblower framework.
