Human Settlements Minister Mmamoloko Kubayi has admitted that her department and the Housing Development Agency (HDA) don't have the capacity to investigate serious allegations levelled against rogue elements at the agency.
Instead, Kubayi is roping in the Special Investigating Unit (SIU) to look into numerous allegations that have been brought to her attention.
