Dover council looks to fix problems found in 2021 investigation - Times Reporter

DOVER ‒ Council and the administration will be looking at taking steps to resolve issues that came to light during a 2021 investigation into former Mayor Richard Homrighausen's operation of the city.

On Wednesday, newly sworn in Mayor Shane Gunnoe called on council to revisit recommendations from the investigation "to ensure the actions of the past cannot ever occur again."

The probe, released in May 2021, described Homrighausen as a chief executive who had become detached from daily city business, used his influence to have his son hired for a city job and expected employees to solicit donations for his reelection campaigns.

The former mayor was sentenced in January on charges of theft in office, dereliction of duty and four counts of soliciting improper compensation.

At one council meeting, Homrighausen said he worked only 10 hours a week as mayor.

"The mayor obviously makes a nice salary, and in the city of Dover it's twice the average income of the constituents. There's really no job description attached to it," Council President Justin Perkowski said following a special council meeting Wednesday.
