An Essex County woman admitted providing gynecological services without a medical license at the now-defunct Bessie Mae Women and Family Health Center in East Orange and submitting about 2,500 Medicaid claims for those services under the names of licensed doctors, state authorities said.
Esney Davis-Sharpe, 63, of East Orange, pleaded guilty to second-degree healthcare claims fraud, third degree Medicaid fraud and third-degree unlicensed practice of medicine before Superior Court Judge Michael L. Ravin in Newark, state Attorney General Jennifer Davenport and the Office of the Insurance Fraud Prosecutor said in a statement Friday. Davis-Sharpe pleaded guilty Aug. 17, court records show.
The state will recommend a sentence of 180 days in jail and four years’ probation, the Attorney General’s Office said. The state will barr Davis-Sharpe from owning, operating or acting as the chief executive officer or chief financial officer of any medical facility with patients, authorities said.
Sentencing is scheduled for Oct. 5, authorities said.
“Patients deserve to know that the individuals providing their medical care are properly licensed and qualified. And the public deserves confidence that Medicaid funds are being used as intended,” Davenport said. “We will continue to protect patients and safeguard the integrity of New Jersey’s Medicaid program.”
