A Feb. 21 Facebook post (direct link, archived link) features an image with text making an allegation about "15-minute cities."
"15 min city is permanent lockdown," reads the text in the image.
The post was shared more than 200 times in less than two months. Another version of the claim using the same image is circulating on Facebook.

The creator of the "15-minute city" concept says the plan improves, not restricts, residents’ access to essential goods and services within their neighborhoods. There's no evidence that cities adopting the "15-minute city" framework around the globe are attempting to lock down residents.
'15-minute cities' plans do not lockdown residents
The post appears to reference the “15-minute city” concept created by Carlos Moreno, a professor at the University of Paris 1 Panthéon-Sorbonne. The basic idea is that all essential services are accessible to all city residents within a 15-minute walk or bike ride.
Moreno said the posts are inaccurate and misconstrue the nature of the urban planning framework.
"The 15-minute city is the opposite of lockdown," Moreno said. "The 15-minute city is an open and connected city, which balances the differences in access to services."
The framework does not limit residents' ability to leave their neighborhoods or access services in other areas of the city.
