Federal Program Management Division - Norfolk (.gov)

The Federal Program Management division administers the city’s U.S. Department of Housing and Urban Development (HUD) entitlement and community development grant programs and oversees federal grants compliance. Our goals are to support area nonprofits and governmental agencies to provide affordable housing, anti-poverty programs, and other community development initiatives.

Funding and Grants

The City of Norfolk receives an annual allocation of Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The Federal Program Management division administers these funds to provide decent housing, create suitable living environments, and expand economic opportunities for persons of low- and moderate- income in Norfolk. Funding is provided to eligible organizations for program years that run from July 1 – June 30. Applications are typically available in late-November.
