A whistleblower is set to testify next week on the alleged role played by contractor couple Pacifico “Curlee” and Cezarah “Sarah” Discaya in the purchase of a house and lot in South Forbes Park linked to former House Speaker Martin Romualdez, Politiko learned.
An Iskooper said the whistleblower is finalizing a sworn affidavit that will seek to establish that the Discayas acted as fronts in the acquisition of the property. The testimony is expected when the Senate Blue Ribbon Committee resumes its hearing on the flood control scam on January 19.
“Even if the property isn’t in the Discayas’ name, the whistleblower will lay out how the deal was structured and who ultimately benefited,” the Iskooper said. “The paper trail connects the dots.”
Romualdez’s camp has denied any involvement, saying the former House Speaker has no knowledge of the alleged transaction and has never dealt with the Discayas, whose names surfaced in the multibillion-peso flood control controversy hounding the Marcos administration.
The Discayas, are facing charges over their role in building anomalous, substandard, and non-existent public works projects. In earlier Senate hearings, they claimed they were coerced into paying kickbacks to certain lawmakers, including allies of Romualdez—an allegation Pacifico later partially walked back.
