Minister of Employment and Labor Kim Young-hoon announced on the 26th the introduction of a compensation scheme tentatively named the "Fair Allowance," which would provide short-term workers with higher allowances than regular workers.
During an appearance on a KBS broadcast program that day, Minister Kim stated, "We are discussing with relevant ministries a system that offers slightly higher allowances to those with unstable employment due to short-term work, and we plan to announce specific measures soon." This follows up on President Lee Jae Myung’s recent remark that "people with stable employment receive more pay for the same work, while those with unstable employment receive less."
Minister Kim cited the French example of providing approximately 10% higher allowances to workers who resign after less than one year of service, emphasizing, "The policy direction is clear: to reduce wage gaps by adding allowances for those with unstable employment."
Revisions to laws related to non-regular workers were also previewed. He mentioned criticism that the "Fixed-Term Employment Act," which mandates converting fixed-term workers to indefinite-contract workers after two years, has effectively become a "law prohibiting employment beyond two years." He added, "The government will conduct a survey by June and discuss it at the ESLC."
