Groups Urge Overhaul of Outdated Contractor Whistleblower Law
Contractor bill a litmus test for commitment against fraud, waste, and abuse
WASHINGTON—Today, Government Accountability Project joined the Make It Safe Coalition, a group including good government and taxpayer organizations spanning the ideological spectrum, to urge Senate action on S. 874, the Expanding Whistleblower Protection for Government Contractors Act. This bill would close loopholes and restore anti-retaliation rights that have been gutted in the last decade. The Senate Homeland Security Committee unanimously approved the reform last Congress, but it fell by the wayside in the session’s closing days. The groups noted that whistleblowers are the most powerful weapon against misspending without question. For example, the Association of Certified Fraud Enforcers reported that 43% of cases successfully exposing fraud came from whistleblowers.
The groups emphasized that stronger anti-fraud rights are needed more than ever. Since 2020, the federal government has authorized an unprecedented $4 trillion in new spending, and over twice as many contractor employees actually provide federal services compared to civil service workers. Meanwhile, the new spending has been a fraud bonanza–over $100 billion has been spent for COVID-19 alone according to the Justice Department Inspector General.
