A U.S. Immigration and Customs Enforcement whistleblower warned that the agency was cutting corners while vetting prospective officers as it dramatically expanded hiring under the Trump administration.
The whistleblower report, filed in August 2025 by a high-ranking career ICE veteran who retired in July, raised concerns about candidates receiving offers before completing background checks and asked the Department of Homeland Security’s Office of Inspector General to investigate.
The whistleblower warned of “systemic breakdowns in vetting” as ICE accelerated its hiring process.
“This unprecedented lowering of standards sacrifices proper risk mitigation for expediency, placing DHS at risk of infiltration and insider compromise,” they wrote.
The filing also accused ICE of overlooking “derogatory” information uncovered about candidates and claimed political appointees were able “to ‘jump’ agencies and secure law enforcement credentials.”
The allegations follow warnings from lawmakers and other DHS officials about the agency’s rapid hiring process. Those concerns have drawn renewed attention since the July killing of Johan Sebastián Durán Guerrero, who was shot in Maine by ICE officer David Brouillette.
Brouillette had faced multiple complaints, including allegations of abusive behavior from an ex-wife.
The Office of Inspector General announced in August that it would review ICE hiring and training practices.
