Declassified files show future US president’s hope law would ‘guarantee equality of opportunity in a nation where it has so long been lacking’

A letter that Joe Biden sent to the Northern Ireland secretary of state during his time as a senator has been made public along with tens of thousands of pages of government documents.

Mr Biden wrote personally to Secretary of State Peter Brooke in September 1989 to welcome the passage of the Fair Employment Act, a landmark piece of legislation which he urged the government to enforce.
