‘If you want to report that something is occurring or suspected, where do you go to report, and how do you know what the implications of saying something will be’

Whistleblowing laws and regulations in Canada are lagging well behind those of many other countries as 2025 begins.

Progress in Canada has been limited, with a good proportion of whistleblowing frameworks focused on the public sector, says Michele Wood-Tweel, FCPA, vice president of regulatory affairs for CPA Canada. Globally, she notes it is recognized that there is potential for corruption in public sector activities that involve large dollar amounts.

“You can see the risk there, in terms of spending taxpayers’ monies,” she says. “But, there is also private sector risk and there’s society at large. If you want to report that something is occurring or suspected, where do you go to report, and how do you know what the implications of saying something will be?”

Statistics related to whistleblower protection at the federal level in Canada are so low as to be negligible, leaving Canadian public servants without any confidence in the system, says Anna Myers, the founding executive director of the Whistleblowing International Network in Glasgow, which has 38 membership organizations in 24 countries.
