MILL HALL — The Keystone Central School District Board of Directors are considering a new policy which led to questions among its members.
Policy 326.1, the Whistleblower Policy, was featured in the agenda for the board’s work session last week among a list of sixteen policies. Some of the policies listed are revised versions of existing policies, while others are new and under cyclical review.
The Whistleblower Policy was added to the agenda a few days before the meeting, sparking a number of questions from board members and some dissension.
The school district’s Whistleblower policy document first states its purpose:
“The Keystone Central School District and the Keystone Central School District Board of School Directors are committed to maintaining high standards of ethical conduct and full adherence to all applicable legal requirements and District Policies. As such, the District is committed to open communication between and among District employees, staff, students, agents, contractors and District Board members. In light of these considerations, the District acknowledges and agrees that it, and all of its employees, are subject to the requirements, obligations, and protections of the Pennsylvania Whistleblower Law, 43 P.S. § 1421, et seq. The District, through this Policy, desires to reinforce, expand and further describe its adherence to, and implementation of, both the requirements and spirit of this law.”
