Formal bill signings are typically self-congratulatory affairs, and a Tuesday ceremony hosted by Gov. Tina Kotek in celebration of education-related legislation passed in 2023 was no exception — backslaps and photo-ops all around.
But even during that victory lap, in which Kotek trumpeted a record $10.2 billion in base funding for public schools, there were cautionary notes.
