Labour MSPs to oppose call for devolution of employment law to Holyrood - Daily Record

Scottish Labour has been criticised after MSPs were urged not to back calls for the devolution of employment legislation.

They will instead be asked to support an amendment which refers to Holyrood strengthening workers’ rights.

Leader Anas Sarwar has in the past given the thumbs up to devolving areas like the minimum wage.

Sarwar told the Record in February: “We have set out in numerous manifestos that we believe that there should be a UK floor when it comes to employment law, and that we should have the ability to lift from that floor in different parts of the UK.”

He said the priority would be allowing UK-wide reforms on scrapping anti-trade union laws and axing fire and rehire before devolving the power to Holyrood:

“What we want to do when we get into government is deliver those reforms right across the UK, and through that UK-wide legislation that obviously benefits Scotland, but then what I’d be interested in is the phase 2 of that [which] is how we entrench those rights here in Scotland, and that can be done through devolution.”

But deputy UK Labour leader Angela Rayner has since ruled out devolution in this area, sparking confusion.

A Parliament motion by SNP depute leader Keith Brown said the power should be devolved “immediately”, but Labour MSPs were asked not to support it in an email.

The Labour amendment is understood to refer to the actions of a Labour Government in its first 100 days before “looking at how those rights can be strengthened by devolution”.
