Training artificial intelligence (AI) to incite violence or radicalize vulnerable individuals would be made illegal under a Labour government. Yvette Cooper, the shadow home secretary, argues that current laws are inadequate to address emerging cyber threats. Cooper cited a recent case in which a man was encouraged by his AI chatbot girlfriend to attempt to assassinate the Queen. She called on the government to update its counter-terrorism strategy and take action against the deliberate misuse of AI.

Cooper delivered her remarks at the Royal United Services Institute (RUSI), where she emphasized the need to address the growing problem of extremist online forums, chatbots, and algorithms that target vulnerable individuals. She stated that generative AI technology takes this concern to a new level. Labour’s proposed law would criminalize the intentional training of chatbots to espouse terrorist ideologies, and the party intends to collaborate with law enforcement and the intelligence community to combat the radicalization and promotion of violence by chatbots.

Additionally, Cooper called for a new law to ban state-sponsored organizations such as Wagner and the Islamic State.
