KUALA LUMPUR: The Malaysian Anti-Corruption Commission (MACC) has called on ministry secretaries-general and department directors-general to prioritise whistleblower protection as part of efforts to strengthen governance and improve Malaysia's standing in the Corruption Perceptions Index (CPI) by 2030.
MACC National Governance Planning Division deputy director Mohd Gunawan Che Ab Aziz said stronger protection was essential to eliminate civil servants' fear of reporting misconduct and reinforce integrity across the public service.
He said secretaries-general and directors-general must translate the government's commitment to amending the Whistleblower Protection Act 2010 into action by ensuring the Integrity Unit in every ministry operates independently and reports directly to the MACC.
"The Organisational Anti-Corruption Plan (OACP) must also serve as a key performance indicator for the promotion of senior officers to ensure the anti-corruption agenda is implemented effectively," he wrote in a commentary titled Upholding the CPI Mandate: Radical Reform Now in the Hands of Secretaries-General and Directors-General.
Gunawan also called for comprehensive reforms to public procurement and contract management, including mandatory open tenders and declarations of beneficial ownership by all bidding companies.
