MAPUTO, Mozambique — President Daniel Chapo has dismissed as false the allegations that Mozambican defence and security forces committed war crimes, torture and enforced disappearances in the conflict-hit northern province of Cabo Delgado, writes Charles Mangwiro.
The accusations resurfaced after the European Centre for Constitutional and Human Rights (ECCHR) filed a criminal complaint in France against French energy giant TotalEnergies, accusing the company of complicity in atrocities allegedly committed by Mozambican soldiers protecting its multibillion-dollar gas installation on the Afungi peninsula in Palma.
The complaint, submitted to the French National Anti-Terrorism Prosecutor’s Office (PNAT), alleges that TotalEnergies directly financed and materially supported a special military unit — the Joint Task Force (JTF) — which allegedly detained, tortured and killed civilians between July and September 2021.
The allegations were first published in Politico in late September under the headline: “All must be beheaded: revelation of atrocities at French energy giant’s African stronghold.” PNAT has confirmed receipt of the complaint and says it is currently evaluating it.
