Murphy let Horizon keep $34M after whistleblower said insurer failed to deliver on contract, report says - NJ.com

A former state Treasury employee says she was thwarted by Gov. Phil Murphy in her attempt to hold Horizon Blue Cross Blue Shield of New Jersey accountable for failing to deliver on a $34 million contract that was supposed to improve care and reduce costs for state workers.

In a story published by Bloomberg News on Tuesday, Christin Deacon, the state Department of Treasury employee who managed the contract, said she filed an internal complaint over the performance of Horizon’s navigator program, which was supposed to offer enhanced online search tools and a call center for policy holders. Deacon said she and her staff tested the navigational tools and found them to be lacking.

“Every time I called, they failed miserably,” Deacon told Bloomberg.

But a year later, the investigation remains in limbo. The governor himself appeared unannounced at a June 29, 2021 meeting between Treasury officials and Horizon executives, greeted a lobbyist from Horizon by telling him, “I love this guy,” and conveyed that he believed the matter could be reconciled, the news outlet reported.

Bloomberg spoke to another person familiar with the meeting who confirmed Deacon’s account but asked not to be identified discussing private information.

Deacon told the news outlet she resigned her position as assistant director in the state Division of Pensions and Benefits over the episode.
