CEBU CITY — The NBI-Central Visayas Regional Office (NBI-CEVRO) filed cyber libel complaints against columnist Rigoberto Tiglao over an article allegedly containing malicious and baseless claims against Deputy Speaker and Cebu 5th District Representative Vincent “Duke” Frasco.
NBI-CEVRO Regional Director Atty. Rennan Oliva said the complaint stemmed from a report received by Frasco from one of his staff members, alerting him to an online article entitled “Cebu Rep Details How Impeachment Bribery Worked.”
The article was published in The Manila Times and circulated online.
“‘Yun ang claim ng subject [Tiglao], meaning it caused aspersion not only sa complainant na si Congressman Frasco, pati buong House of Representatives at saka ‘yung Speaker of the House natin,” Oliva said.
“Pinapalabas niya na binribe lahat ng congressman to vote for the impeachment,” he added.
Tiglao's article even attributed a quote to Frasco, saying: “Yes, I was bribed to vote against the Vice President, but I did it for you, dear constituents.”
During an interview with the NBI, Frasco recalled that on February 6, he joined 239 other lawmakers in signing the impeachment complaint against Vice President Sara Duterte and supporting its transmittal to the Senate.
Oliva said the article lacked any factual basis and presented no evidence to support the claims.
