New Collaborative Toolkit: A Roadmap for Countries to Build Whistleblower Protection Frameworks
WASHINGTON—Today, Government Accountability Project and the United Nations Office on Drugs and Crime (UNODC) released a comprehensive step-by-step guide for countries to build or strengthen whistleblower protections and develop legal frameworks aligned with international standards and good practices. The toolkit launched on the margins of the eleventh session of the Conference of the States Parties to the United Nations Convention against Corruption in Doha, Qatar.
Developed with extensive support and contribution from the European Union, the toolkit outlines essential legal, institutional, and practical measures that countries can adopt to safeguard individuals who report wrongdoing. It explains why whistleblower protections are essential for detecting and preventing corruption and provides legal frameworks and examples, and outlines institutional agreements needed for safe, trusted, and responsive reporting.
Key recommendations in the report include:
- Adopt a broad legal definition of "whistleblower";
- Protect a wide scope of disclosures;
- Ensure multiple safe reporting channels;
- Guarantee confidentiality, anonymity, and anti-retaliation measures;
- Shift the burden of proof in retaliation cases;
- Provide interim relief and protective measures;
- Establish oversight bodies with real authority;
- Promote transparency, reporting, and data collection;
