The Parliament of Poland passed the Act on Collective Bargaining Agreements and Collective Agreements on 5 November 2025. The Act will enter into force provided it is signed by the president, who will make a decision on this matter within 21 days of the date on which the adopted Act is submitted to him.
The Act introduces fundamental changes in the way agreements between employers and trade unions are documented and made available. For the first time, the legislator has decided that some of these agreements will be subject to registration in the National Register of Collective Labor Agreements (KEUZP).
The reporting obligation will apply to a wide range of agreements concluded on the basis of the provisions of the Labor Code and specific acts, including those concerning the temporary suspension of the application of labor law (Article 9 of the Labor Code), the temporary application of less favorable employment conditions (Article 23a of the Labor Code), remote work, application of intermittent working time, extension of the settlement period or night work.
In addition, the register will cover agreements concluded in the context of collective disputes, group redundancies, workplace transfers, and agreements concluded within the Social Dialogue Councils and certain non-statutory agreements on pay conditions concluded with trade unions.
