NI Water approved an additional payment of up to 250,000 to an incoming contractor after terminating the previous contractor’s deal when they raised serious concerns about potential fraud.
Despite a contractual arrangement indicating the incoming contractor should cover the cost, approval for the payment was still given by NI Water’s Board.
The whistleblower’s company had carried out work for NI Water for more than 20 years, but their contract with NI Water ended prematurely and suddenly after the alarm was raised.
The whistleblowing businessman also claimed they received a late offer from NI Water suggesting they return to work on a temporary basis when the incoming contractor was unable to cover all its commitments.
The whistleblower first alerted NI Water in 2023 that lax controls meant the publicly-owned company had been paying private contractors for work that was never done.
He also alleged that a contractor had been paid twice for a job and was in line to be paid a third time.
On the day his contract was unexpectedly terminated, the whistleblower alleged he received a back-channel phone call from a lawyer representing NI Water.
He claimed the lawyer said he had instructions to offer him a chance to continue the contract for another month.
The offer was refused, and instead the whistleblower made a counter-offer asking NI Water to honour the terms of their previous contract, which would have lasted a further year and a half.
