The development follows claims that a senior police officer, DCP Ibrahim Jibrin, who previously investigated the alleged financial misappropriation at the Force Criminal Investigation Department (FCID) Alagbon Annex in Lagos, later supervised the arrest and detention order of the same petitioner who exposed the alleged fraud.
The Deputy Inspector-General of Police (DIG), Margaret Ochalla, has denied allegations that she intervened to shield executives of the Happyland Estate Landlords’ and Residents’ Association accused of siphoning more than 28 million belonging to the estate, as controversy deepens over the arrest of whistleblower Emenike Nwankwo.

Jibrin was accused by petitioners of carrying out orders allegedly from the office of the Inspector-General of Police to arrest Nwankwo in Lagos and transfer him to Abuja, even though the original case was filed in Lagos State.
However, Ochalla has distanced herself from the controversy, insisting she had no involvement in the arrest of the petitioner nor any role in protecting the estate executives.
