A Salem County borough paid its former administrator $70,000 after he claimed elected leaders tried to bully him into quitting after he blew the whistle on alleged misconduct.
The details of Sean M. Brown’s grievance with Penns Grove were not disclosed in a settlement agreement signed two weeks after his May 13 resignation, but he outlined alleged misconduct and other concerns about three council members during a borough council meeting last December.
Claims of insubordination leveled against him were retaliation for his identifying “multiple violations of local public finance among other laws,” Brown told the governing body in December.
