North Royalton fires officer who filed whistleblower complaint against top police brass - WKYC

The North Royalton Police Department has fired Patrolman Spencer Lowe and demoted Sergeant FloAnn Rybicki after an internal investigation.

NORTH ROYALTON, Ohio — The North Royalton Police Department has fired a patrol officer and demoted a sergeant following an internal investigation into the handling of confidential police records tied to a 2025 traffic stop that also sparked a whistleblower complaint.

Police said in a press release that Patrolman Spencer Lowe has been terminated and Sergeant FloAnn Rybicki has been demoted for violations of department policy involving confidential records and supervisory responsibilities.

In a statement, the department said Lowe “improperly obtained and disseminated confidential departmental documents outside authorized departmental channels,” adding that records must only be accessed and released through approved procedures.

Investigators also found Rybicki “accessed departmental systems, printed confidential records, and provided those materials to Patrolman Lowe without authorization and outside established procedures,” according to the department.

The discipline follows earlier action taken by Mayor Larry Antoskiewicz, who signed notices of discipline on March 16 recommending Lowe’s termination and Rybicki’s demotion from sergeant to patrol officer with a two-year ban on promotional eligibility. At that time, both were placed on paid administrative leave.
