OKLAHOMA (KOAM) - A Broken Arrow dentist has agreed to pay more than $500,000 to the State of Oklahoma following an investigation into alleged false claims submitted to the state’s Medicaid program.
Dr. Rocky Cullens, operator of Stonewood Hills Oral Maxillofacial Surgery Inc., was accused of submitting false claims to SoonerCare between Jan. 1, 2021, and July 31, 2024. According to the Oklahoma Attorney General’s Office, the allegations included double billing, upcoding patient encounters, billing excessive units of general anesthesia, and billing for tobacco cessation counseling for patients who were not tobacco users.
SoonerCare provides health care services to low-income Oklahomans, including children, seniors, and people with disabilities.
“I take seriously allegations of false claims and attempts to defraud taxpayers,” said Attorney General Gentner Drummond. “I’m pleased our investigation led to a resolution that rightfully returns funds to the state.”
Cullens has agreed to pay a total of $532,055.76 to settle the allegations, which includes $354,703.84 in claims received and $177,351.92 in penalties.
The investigation began after a referral from the Oklahoma Health Care Authority and was handled by Assistant Attorney General Jamie Bloyd, Agent Lauren Jewell, and Nurse Analyst Laurie Hudson with the Medicaid Fraud Control Unit.
Officials noted that the settlement resolves allegations only, and there has been no determination of liability.
