A Black former contracts specialist at the Space and Naval Warfare Systems Center failed to show her 2013 reassignment was retaliation for her earlier internal discrimination charges, the Fourth Circuit ruled Thursday.
According to Cathy Walton, the move from the contracts administration section to the task orders section—when she was roughly 60 years old—amounted to a demotion because it hurt her promotion chances.
