Oneida Mayor under investigation for 'false' harassment claim against councilor - WSTM

ONEIDA, N.Y. — Oneida City Councilor Rob Winchell has requested an investigation into City of Oneida Mayor Rick Rossi.

Councilor Winchell said the requests were made to the New York State Police and the city attorney on May 23. He said it was made based on constituent complaints.

City of Oneida Democratic Committee Chairwoman Margaret Milman-Barris said the investigation was due to Mayor Rossi "potentially making a false statement" to State Police, accusing Wayne Winchell (resident of no relation to Councilor Rob Winchell) of harassment.

A public deposition sent to the State Police by Rossi stated that Wayne Winchell has harassed him since he became the Mayor of Oneida. It accused Winchell of showing up at the city office building without a purpose and taking photos of Rossi.

It also accuses him of sitting outside a classified location and videotaping "the shop." Rossi, in the deposition, said this has made him and his patrons feel unsafe. Furthermore, it accuses Winchell of sending Rossi numerous emails, requesting unspecified "change."

Milman-Barris has her own concerns over, what she says, is the lack of evidence in Rossi's claims. According to her, there is no evidence that Wayne Winchell takes pictures or arrives at the referenced shop. She also said that Rossi's position as mayor is not relevant to the harassment accusation.
