Three Pennsylvania companies must face a False Claims Act suit alleging that they lied about workers’ real jobs in order to pay lower wages under highway construction contracts partially funded by the federal government.
Whistleblowers Christopher Levan and the International Brotherhood of Electrical Workers, Local Union No. 126 sued under seal in 2021, alleging that Herr Signal and Lighting Co. Inc., JD Eckman Inc., and Kinsley Construction Inc. misclassified workers performing electrical work at a lower paying “laborer” classification, which caused the submission of false payrolls for payment.
