Pensacola Beach homeowner claims FEMA grant-funded repairs incomplete, accuses county of false approval - WEAR

PENSACOLA BEACH, Fla. -- A homeowner on Pensacola Beach is worried her damaged home will never be repaired.

She was hoping that grant money from FEMA would help things. But she says the county approved a certificate of completion to a contractor for work she says was never completed.

Homeowner Deb Wynn says the Santa Rosa Island Authority and Escambia County approved an inspection that never happened.

Wynn says she's been as patient as she can over the last several years -- waiting for her house to get elevated per Santa Rosa Island Authority requirements. Now, she says her patience has run out.

Wynn and her husband moved to their home on Pensacola Beach in 1992. They've experienced flooding from at least three hurricanes.

Wynn told WEAR News a FEMA mitigation project has caused more damage to the home than all the hurricanes combined.

"Now we can't go through the front door because it won't close," Wynn said. "Like the I-beam. Even that beam is being held up by a C-clamp. I can't even sell it!"

In 2011, Wynn filed for a FEMA flood mitigation grant.

Four years later, the Santa Rosa Island Authority awarded the grant money to ten houses, including hers.

It took another five years before the SRIA approved design drawings and a contract to elevate the Wynn's home.

They moved out when the project started and have not returned.
