SPRINGFIELD – Sara Bowen-Lasisi said when she was at the Phoenix Center, it wasn’t a well-hidden secret HIV testing was being manipulated to bring in more funds to the administration.

Coming in 2018 to work on harm reduction as director of clinical outreach, Bowen was told off the bat by former director Jonna Cooley to submit multiple tests, she said.
