Powerful Whistleblower Testimony at Democratic Shadow Hearing
On February 12, 2026, the Democratic members of the House Oversight Committee, led by Ranking Member Rep. Robert Garcia (D-CA), other Democratic Oversight committee members, and local Members of Congress, held an unofficial proceeding known as a shadow hearing in Fairfax, Virginia. Titled, “How DOGE and Trump Damaged Federal Workers, Public Services, and How We Fix It,” this “shadow hearing” was focused on the impact of the Department of Government Efficiency (DOGE) and the Trump administration’s policies on the federal workforce.
DOGE was implemented by the Trump administration immediately after the beginning of Trump’s second term. Although it is not an official U.S. federal government department because it was not approved by Congress, DOGE has made major changes to the federal government via cutting federal spending in many areas and forcing hundreds of thousands of federal workers to retire. On the front lines of resisting these attacks on the federal workforce were whistleblowers, who faced serious retaliation when they tried to report wrongdoing by DOGE. Just as the Securities and Exchange Commission relies on whistleblowers to catch insider trading, the federal government relies on them to report waste, fraud, and abuse of power.
