There are no restrictions on who can participate in occupational safety and health training.
The Government's report, presented by Minister of Home Affairs Nguyen Tien Hai, shows that the draft Law focuses on three urgent areas: regulations affected by the reorganization of the state apparatus and the two-tiered local government structure according to Resolution No. 190/2025/QH15; regulations on administrative procedures and investment and business conditions related to occupational safety and health according to the Law amending and supplementing a number of articles of the Investment Law in 2026 and Resolution No. 66.18/2026/NQ-CP; and regulations directly related to ensuring the consistency and uniformity of the legal system.
The draft Law amends the regulations on the responsibilities of ministries in state management of machinery, equipment, materials, and substances requiring strict occupational safety and hygiene standards. The Law stipulates the principles, and the Government regulates the assignment of management scope among ministries (Article 33); it continues to maintain the requirement to declare when putting into use and when disposing of machinery, equipment, materials, and substances requiring strict occupational safety and hygiene standards (Article 30); and it amends the regulations on reporting, investigation, statistics, and reporting of occupational accidents to align with the two-tiered local government model.
