Qatar introduces key amendments to the Labour Law: what employers need to know - Dentons

On 25 June 2026, His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, promulgated Law No. (9) of 2026 amending certain provisions of the Labour Law issued by Law No. (14) of 2004.

The amendments form part of Qatar's continued efforts to modernise its labour market, enhance regulatory oversight and support a more flexible and competitive employment framework in line with Qatar National Vision 2030.

While several provisions will require implementing decisions before they become fully operational, the reforms introduce important changes affecting employers, employees, recruitment agencies and labour dispute resolution.

Flexible work arrangements

The amendments create a legislative basis for regulating part-time and freelance work in Qatar. Further decisions are expected to set out the applicable conditions, procedures and extent to which Labour Law protections will apply to these forms of work.

Employers should monitor these developments closely, particularly where they engage consultants, temporary staff, project-based workers or platform-based service providers.

Recruitment agencies

Recruitment activities will be subject to enhanced regulatory oversight. The Minister of Labour has been empowered to issue licensing procedures, operational requirements and regulatory controls governing recruitment agencies.
