This report highlights a situation which is not uncommon in the NHS. A key question is - were Medical Managers complicit in this witch hunt? In fact did any of them play a leading role? Is so, should they be referred to the GMC for failing to uphold standards which have a bearing on clinical care? Should they be barred from taking on management duties in the future? A follow up report is awaited.
